What is the best way to handle a ticket for an unsigned registration certificate ?

For possessing an unsigned registration certificate, I received a ticket. This need for a signature on agreements I make with others or if it may be used to cross-check my signature in the future, such as on credit cards, seems absurd at this point. This regulation seems to be just more pointless red tape. Should I want a mitigation hearing or a disputed hearing?
